Dr. Bortel is a a scientist that has invented things that have been called "ferociously unethical". His Neuro-compliance chip was stolen by drakken and shego and was used on shego and kim possible. His other invention the Moodulator was accidentally taken from his lab when they fall onto kim and shego's necks. This event took place when Dr. Drakken was in Bortel's lab to steal his other invention the Elctron Magneto Accelerator.
